Oh whatsoever, here is the basic definition I’d give of that word:
1. In Japan, the term originates from ”lolita complex” -lolita konpuresuku-, the word ”lolita” referring to a book by Vladimir Nabokov where a middle-aged man deeply falls in love with a 12-years old. Therefore in Japan it designates the attraction for… younger girls >.>
2. The expression ”lolicon manga” is used in Japan to designate manga-style art depicting younger-looking* girls in a more or less sexual way. These girls are thus called ”lolitas”, in reference to the book stated above. Or ”lolis”, in its contracted form.
3. In Western countries, the word ”lolicon” is usually used as ”lolicon manga” is in Japan. Some loli art fans dislike this appellation though, to which they prefer ”loli art”, because of its original meaning.
4. So, here in the West, we could say that ”lolicon” is any manga art portraying ecchi or hentai of younger-looking girls**, or that implies such situations (e.g. Kodomo no Jikan).
* To note that girls that can be defined as ”lolitas”/”lolis” aren’t necessarily younger than non-loli ones. Some lolis are even several hundred of years old. ”Lolicon” is consequently more an art style than a defined age bracket.
** Which girl is loli and which girl isn’t? No absolute rule here, since the word ”lolicon” as it is used in Occident is a slang word. The ”loliness” is in the eyes of the loli art fan. Therefore some girls could be considered loli by one and non-loli by someone else. What we can say for sure is that a loli, by definition, has to look young -a more or less flat chest is a must-, and be kawaii^^
